UPDATE 24 JULY 2010: MAYBE MY (AND OTHERS') COMPLAINT HAD EFFECT: AS OF 1ST FEB 2010, PASSPORT CANADA DOES NOT REQUIRE ANYMORE CANADIAN CITIZENS LIVING IN CANADA TO HAVE A GUARANTOR HAVING ONE OF THE JOBS REQUIRED IN THEIR OLD LIST, SO THE LIST WAS TAKEN OUT FOR CANADIANS LIVING IN CANADA! (SEE http://www.ppt.gc.ca/articles/20100122.aspx?lang=eng) BUT I FOUNd OUT THAT THE JOB LIST STILL EXISTS AND IS SHORTER FOR CANADIANS LIVING ABROAD, SO THAT I CONTINUE TO CONTEST IT AND I INVITE OTHER CANADIANS (LIVING ABROAD OR IN CANADA) TO DO THE SAME UNTIL THEY RETRACT IT TOTALLY! ============================== To: Elinor Caplan To: The Honored Minister Date: [DATE HERE] Citizenship and Immigration Canada Jean Edmonds Tower South 365 Laurier Avenue West Ottawa, Ontario K1A 1L1 [Your Name & Address Here] Dear Honored Minister, I am a new proudly Canadian. For sure my arrival to my new country Canada in 1997 and my recent Canadian citizenship and passport are extremely important moments of my life. Thank you, Canada! And thank you, the honored Minister in charge, for such a great receiving to Canada and to the great Canadian family! I didn’t have any problem in receiving my Canadian passport, I strictly followed all the rules for applying for my passport, and now as a Canadian I observed and wanted to let you know one of the requirements I considered a little strange. I refer to the Declaration of the Guarantor in the Passport Application form. Although I understand the necessity for a Canadian citizen who must guarantee for the applying person, I don’t understand at all why it should be included only in one of the professional groups provided in that list. I consider this rule (e.g. being a member of one of those groups) a double offense: First for the new Canadian applying for the passport: We just learned from “A Look to Canada” that “Canadians are equal in rights”, one of them being “To apply for a Canadian passport”, but to apply for the passport we just found that some of the permanent residents who don’t know any people in those categories (yes, it might happen) practically have no right to get a passport. Secondly I consider that list an offense to the rest of the Canadians (potential guarantors) having another professions excepted from than list, some of them well educated and serving Canada as well through their knowledge and their professions. For example I didn’t see computer programmers in that list (and we all know that our country is gaining a lot from those people educated and with experience in their origin countries, now Canadians as well). I didn’t see there researchers, Ph.D’s, athletes, aviators, etc, etc (there are a lot of professions that I don’t think should be neglected if such a list should be imposed – but I consider it should not). Hopefully I didn’t take you much time with my simple enquiry, but as a new Canadian I wanted to take part with my rights and responsibilities to the big family I just got in. I tried to find an address on the net of the Department of Foreign Affairs and/or The Passport Office, but I didn’t find one (I just found an email enqserv@dfait-maeci.gc.ca of the Enquires Centre where I’ll send a copy of my concern as well). Best wishes, A new Canadian [Your name here]
