To: Passport Canada [DATE HERE] Foreign Affairs and International Trade Canada Gatineau QC K1A 0G3 CANADA PROTEST FOR PASSPORT CANADA AGAINST THE JOB LIST FOR THE GUARANTOR I am a proudly Canadian citizen since 2001, a country which I continue to consider the best in the world for an immigrant! I applied twice for my Canadian passport, once in 2001 from Canada and second in 2010 from Spain, the country where I live now because of my job. In both cases I had minor problems finding a guarantor for my application because of its job restriction, so I contest this guarantor job list! This was the list of accepted jobs for the guarantor in 2002 (Canadians living in Canada - my case in 2002): dentist, medical doctor or chiropractor; judge, magistrate, police officer (municipal, provincial or RCMP); lawyer (member of a provincial bar association); mayor; minister of religion authorized under provincial law to perform marriages; notary public; optometrist; pharmacist; postmaster; principal of primary or secondary school; professional accountant (member of APA, CA, CGA, CMA or RPA); professional engineer (P. Eng., Eng. in Quebec); senior administrator in a community college (includes CEGEPs); senior administrator or teacher in a university; veterinarian. Now this is the list of accepted jobs for the guarantor in 2010 (for Canadians living abroad - my case in 2010): dentist, medical doctor; judge, magistrate, police officer; mayor; notary public; practicing lawyer, notary; signing officer in a bank. Quite short, as one can observe! First, I am happy to see that there are no more job restrictions for the guarantor of a Canadians living in Canada, so it has been recognized that something was wrong for the Canadians living in Canada, thank you! Second, I contested the job restrictions in 2002 and I contest them now for the Canadians living abroad. As one can see, the Government retired totally the list of jobs for the Canadians living in Canada, so it was definitely recognized that something was wrong and the law was revised as of Feb 1st 2010! Then, the list of allowed jobs for the guarantor apparently became smaller for the Canadians living abroad, which thus have more problems finding a “right” guarantor in order to obtain their Canadian passport! I continue to find this allowed job list a double offense, and let me explain why: First, according to “A Look to Canada” and also to Canada Charter of Rights, “Canadians are equal in rights”, one of these rights being “To apply for a Canadian passport”. Now we find that to apply for the passport outside Canada is more difficult than in Canada, a fact which diminishes the right to have a passport for the Canadians living abroad compared with those living in Canada! Yes, there are Canadians living abroad who do not happen to know any guarantor with a job in the list, and thus they have no right to get a passport! Second, I consider any job list an offense to the rest of the Canadians (potential guarantors) having another profession, some of us well educated and serving Canada both through our knowledge and our professions. For example I didn’t see computer programmers in that list (and we all know that Canada has been gaining a lot from these educated people), I didn’t see for example a priest of a church very well known by his parishioners and community, I didn’t see a plane pilot in charge of thousands of lives each day, I didn’t see in the list researchers, doctors in science, professors, athletes, and many other jobs which do not appear enough “trusted” by Passport Canada in its actual list, and there are tens of such possible examples… Given this, I respectfully ask again Passport Canada to revise its policy about the guarantor, eventually introduce the need for having two guarantors, but drop entirely the list of required jobs for the guarantor/s!
